This week's Panorama programme Stadiums of Hate on BBC1 showed a terrifying level of racism on the terraces of football stadiums in both countries and exposed what appeared to be police complacency in the face of far-right extremism.
Also featured in the programme was Nick Lowles of anti-racism campaign group Hope not Hate to which PCS is affiliated. He was videoing the behaviour and has written in the most recent edition of the campaign's magazine about the issue as well as a blog about the work going on within the host countries to tackle racism on the terraces of football grounds and in the streets.
PCS is seeking to table questions in parliament on the issue of safety and putting forward a petition to the government, signed by MPs, reiterating the deep concern of parliament about the safety of fans going to the tournament. The union says the government needs to do all in its power, through communications with the authorities in the host countries and proper consular provision, to look after the well-being of fans.
